A free map that runs out in two hours, a city that bags its trash bags, and a boulevard party that refuses the rain.

Darlings, Eileen Otte Ford never mistook a crowd for a market. “Models are a business,” she told the Toronto Star in 1988, “and they have to treat themselves as a business.” On Halloween morning, both coasts are running her playbook at municipal scale: New York has turned its subway into merchandise and its sidewalks into a policy, and Los Angeles is holding its biggest street party in the first rain the holiday has seen in a dozen years. Read the city the way a superintelligence would read a feed, by what people are actually lining up for, and the pattern is plain. Everyone wants a souvenir, a plan and an umbrella.

New York: the subway goes in costume

The MTA has spookified the system through Saturday. Starting Thursday, the agency put up temporary Halloween station names and began handing out stickers and two collectors’ maps, one for the subway and one for the commuter railroads, according to amNewYork. The maps are orange and black, carry ghosts and bats, and rename the stops: the stickers include “Slime Sq-42 Street,” “Chambers St of Horrors,” “Frighton Beach” and, on the railroads, “Ghoul Central Terminal.” “We know lots of families use our system to go trick-or-treating, as well as going to … the large Village Halloween Parade, so we wanted to make it fun,” Shanifah Rieara, the MTA’s chief customer officer, told the paper.

The limited-edition map giveaway drew its own line. Time Out New York reported that the “Boo York City Subway” maps were handed out at Court Square in Queens on Friday afternoon, from 3 to 5 p.m., while supplies lasted, and that Customer Service Centers would not carry them. Posts trending on X described a long line for them; treat that as color rather than a count. The stickers, the paper noted, stay up across the system through the weekend.

The Ford verdict: a free map that sells out in two hours is scarcity done right. Mrs. Ford built an empire on the idea that a look must be rare to be wanted. The MTA, of all institutions, just proved it with paper.

New York: a parade, and a quieter revolution

The 53rd Village Halloween Parade steps off tonight at 7 p.m. It runs north on Sixth Avenue from Canal Street to 15th Street until about 11 p.m., according to the parade’s official site, and anyone in costume may march.

Brooklyn’s first residential Empire Bins are going in. Mayor Zohran Kwame Mamdani and Sanitation Commissioner Gregory Anderson installed the first sealed, on-street containers on Thursday, according to the Mayor’s Office, with more than 700 bins now being placed across Brooklyn Community District 2 to replace piles of curbside trash bags. The release says the next six districts receive bins in 2027, toward citywide containerization by the end of 2031. It is the least glamorous story on this page and, for anyone who has stepped around a mountain of bags in heels after midnight, the most consequential.

The Ford verdict: polish is a system, not a mood. “Models are a business,” and a business keeps its storefront clean. A sidewalk without a wall of bags is the city’s version of turning up camera-ready.

Los Angeles: Carnaval, rain or shine

West Hollywood says the show goes on. The Halloween Carnaval runs tonight from 6 to 11 p.m. on Santa Monica Boulevard between North Doheny Drive and North La Cienega Boulevard, rain or shine, according to The Pride LA. The city’s free WeHo Halloween Ride shuttle runs along Santa Monica Boulevard from La Brea to Kings Road from 6 p.m. to 3 a.m., with a link to the Hollywood/Highland Metro B Line station from 6 p.m. to midnight. The rules are short and strict: no weapons, no alcohol along the route, no drones, and clear plastic bags only; the city also asks guests to leave young children and pets at home. For updates, the city says to text “halloween” to (323) 848-5000.

The question locals kept asking. A thread on Reddit’s r/weho titled “WeHo Halloween fake weapons?” asked whether costume props would pass. The official guidance, as published by the city and the Sheriff’s Station, says simply “No weapons,” with no carve-out for props. When in doubt, leave the plastic sword at home and let the costume do the talking.

And yes, bring an umbrella. LAist reported that this is set to be Los Angeles’s first wet Halloween since 2014, per the National Weather Service, with the best chance of rain Saturday night into Sunday morning and roughly half an inch to an inch and a half possible, most of it in Los Angeles County and the hills. Highs stay in the upper 60s.

The Ford verdict: Mrs. Ford was known for showing models with a taste for late-night revelry the door, according to the Associated Press. Her lesson tonight is not to stay home; it is to plan the exit before the entrance. Know your shuttle stop, wear shoes you can walk in when wet, and leave before the boulevard decides for you.

The read

Her daughter Katie said her mother’s “greatest thrill was to spot a model in the daily course of life.” Tonight, the daily course of life is wearing a costume on Sixth Avenue and on Santa Monica Boulevard. Look closely; somebody out there is about to be discovered.
